In 1993, he defended his dissertation for the degree of Candidate of Legal Sciences at the Dissertation Council of Al-Farabi Kazakh State University, awarded the Order of the Red Banner of Labour. His dissertation was entitled “Individualization of Criminal Punishment for Crimes Against Life.” In 2003, he defended his doctoral dissertation entitled “Theory and Practice of Sentencing” in the specialty of Law.

Employment history
He worked as a lecturer, senior lecturer, and associate professor at the Department of Criminal Law and Criminology, and as Head of the Department of Fundamentals of Law and Methods of Legal Education at E.A. Buketov Karaganda State University. He became Professor of Law in 2005. From 1996 to 2013, he served as Rector of Bolashak Karaganda University. From 2013 to 2016, he was Secretary of the Karaganda Regional Maslikhat. From 2016 to 2020, he was a Member of the Mazhilis of the Parliament of the Republic of Kazakhstan of the VI convocation. He currently serves as Chairman of the Management Board – Rector of the Non-Profit Joint-Stock Company “Karaganda National Research University named after Academician E.A. Buketov.”
He completed a research internship at Istanbul University (Türkiye) and advanced professional training at universities in the United Kingdom, Belgium, France, and the Netherlands.
His main areas of research include theoretical aspects of criminal law and criminology, the history of state and law, the history of political repression in Kazakhstan, the history of the Alash Orda movement and its prominent figures, as well as the development of the state language in legal education.
In 1993, for the first time in the history of legal scholarship, he defended a dissertation in the Kazakh language. While pursuing his postgraduate studies, he published a dictionary of criminal law terms in Kazakh (1980). In co-authorship with legal scholar Ali Osman, he compiled the “Russian-Turkish-Kazakh Dictionary of Criminal Law Terms.” In cooperation with university faculty members, he published the “Dictionary of Criminal Law Terms in Four Languages” (English-German-Kazakh-Russian Dictionary, 1992).
N.O. Dulatbekov is the founder of the research and educational project “Karlag: For the Sake of the Future” (2010). As part of this research project, more than 40 books have been published in Kazakh, Russian, English, French, Ukrainian, Turkish, Romanian, and other languages. A total of 470 comprehensive archival files containing more than 10,000 items dating from 1731 to 2020 were transferred from his personal archive to the State Archive of the Karaganda Region. He is the author of more than 300 scholarly works.
